Ah, I see. Instead of finding how to solve the fonts configuration issue in
Cygwin X, can't you simply run the windows version of texmacs? If you really
need the Linux version (because of some plugin, for instance), you can also
get the sort of remote display you want using X2go (which, in addition, has
better performance than X forwarding).
