It would seem my problem lay with the old version of TeXmacs installed at work. I was able to set a footer both from the menu, as well as with directly invoking \set-footer as a macro command using the newer version on my home laptop. Thanks Basile for pointing me towards the concept of a preamble! While some things work better with the newer version, not everything does. Document > Page for example causes TeXmacs to crash. I think this is issue might be specific to my particular Linux distribution (Manjaro). I am willing to believe Karl that I could also include a footer through his proposed route, I just currently can confirm using my home TeXmacs installation.

Did you try inserting <set-footer|my footer text> ? It can be inserted using the following keys sequence:
\set-footer<enter>my footer text<enter>

Normally that would belong to the preamble, but it seems to work fine as well when included anywhere in your document.

Note that footers can in principle be redefined by new sections, which could hide your definition. Also, note that footers are not displayed by default in the screen view but they will definitely appear in the exported PDF.

Thanks for your reply. However, I think there is some confusion in terminology. I would like to make a footer, not a footnote. I don't want to create a * or a number reference at any particular word in my prose. Instead, I'm aiming for a footer that will appear on all pages of my document. I need this information on all pages of my document to meet my lab's legal requirements.

When I export, I see the markup (and not a footer),
presumably because the tag is "inactive". If I press <enter>
at the end of the footer text, the text disappears leading
me initially to hope that the text will finally become
visible on export. Alas, that doesn't appear to be how it
works. I have tried placing the tag both at the bottom of
the text, as well as the top with no luck.
Could you point me towards how I can get my footer to display? Thanks for all your help.
