Edit -> Preferences -> Other -> Security

And search `Security` in the built-in document via Help -> Search -> Documentation, you may find the corresponding documents.

I wonder whether there is a safe mode of TeXmacs to disallow side effects (like unrestricted reading/writing external files) in a document (by default)? For the moment maybe there is no such necessity, but when it is more popular (note that TeX "virus" is possible), I think that such a thing might be of some use when opening a shared document.
