Hi Vincent,

for me it works: Insert > Language > German, move into the block and then hit 
the " key (I have a French keyboard) produces the correct German 
opening/closing quotes.

why not just try yourself? The answer is no, it is your responsibility to 
insert (unbreakable) space wherever required by typographic rules. I believe 
the reason is the extra flexibility.
