TeXmacs needs guile 1.8, but the TeXmacs you download from www.texmacs.org come with guile 1.8 already bundled into the package so you do not need a separate guile installation.

This said I have never been able to compile TeXmacs from the sources but installation of the static binary worked for me while the packages did not as there are currently no packages for the current version of Ubuntu, which I am using.

How did you install it?
