*Almost* on topic there has been an article on the TeXmacs blog on the compilation of TeXmacs with Guile 3, here is the pull request https://github.com/texmacs/notes/pull/47, but I don't find the article on the blog at https://texmacs.gitee.io/notes/docs/main.html

The forum too could be a good place to discuss compilation (http://forum.texmacs.cn/), there are a few threads which I did not follow in detail.

Thanks, Philippe, I'll check it out. I guess most users (and
software) use UTF8 encoding today, so it's safer to keep the text
as is in general.
I will try to recompile TeXmacs on my Ubuntu and come back to you
with the result.

What you see Zoltán, is due to
http://savannah.gnu.org/bugs/?61228 . There is
a proposed fix for this bug in comment #1. Someone familiar
with these
languages settings should try it and check it does not
introduce bigger issues
elsewhere.
