The zip is probably for Windows. Get the tar.gz

I'll assume you are getting the stable version and
logged in as root:

extract with: tar xvzf TeXmacs-1.0.1-src.tar.gz

cd TeXmacs-1.0.1-src
./configure
make
make install

Thats it.

If you get the development version, you'll have to
change the file and directory names, of course.
