If TeXmacs is "correctly" installed, it should find the script fig2ps
by itself. Here "correctly" installed means that "fig2ps" can be found
in $PATH.

Compiling and installing texmacs with 'configure --prefix
/usr/local/texmacs-NNN' and running it with
/usr/local/texmacs-NNN/bin/texmacs does not qualify as "correct
installation".

How did you make your installation?

About the 'special' flag, yes, that is pretty much a FAQ. About
TeXmacs not finding fig2ps I consider that to be a bug.
