First (and especially if you have a deadline), it is important to
know that TeXmacs is NOT LaTeX. It is a completely different
system developed from scratch, which can *export* to the
LaTeX format.
It means that in practice, TeXmac's LaTeX export is not always
perfect, and especially, as soon as you write a paper for a journal,
if this journal requires you to use a particular style file, you need
the corresponding stylesheet in TeXmacs (this corresponding
stylesheet must be written manually by somebody, one can
import LaTeX documents in TeXmacs, but one cannot automatically
import LaTeX styles into TeXmacs). TeXmacs stylesheets for
standard styles (e.g. svjour) already exist in TeXmacs, but there
are a lot which are missing.
Thus, if your deadline is really close, it would be much better to
directly write your paper in LaTeX, and look at solving your TeXmacs
problems later.
This being said, the better environment for running TeXmacs is
definitely a flavor of UNIX (Linux, BSD, Mac OS X, etc.), although
we are trying to solve this problem, windows versions are currently
not very good.
