This will only place a reference to the other file in your current file:

<include|/path/to/the/referenced/file.tm>

The complete document would then be distributed over several .tm files (your
current one and the referenced ones).

I was under the impression that Clinton did not want this; I think he wanted
to have exactly one file containing all source (maybe to be able to give one
single .tm file to a colleague or whatever).

Generally, using includes seems to be the nicer way of course.
