I do agree with you for the different packages that could be offered.
But, i think that most people (understand teachers in math, physic for
example) want to write math easily and in a clean manner without
learning LaTeX.
The fact that teXmacs is a scientific workplace is clearly amazing and a
plus, if the simplest part just works (under windows of course).
What i mean, is offering a complete scientific editor (with different
fonts, netpbm to insert images ...) wich runs easily within windows.
Someone who wants to use maxima is able to run (and install) linux or
cygwin and so can manage texmacs package within windows : i am not sure,
this person is the one who really needs help at first.
