Which version are you using? I need install some fonts on TeXmacs 1.0.7.4
in order to use Chinese. See
http://www.texmacs.org/tmweb/download/fonts.en.html.
After install Chinese fonts, you can Choose
Document-->Language-->Chinese, and then
you can input and display Chinese. It seems that TeXmacs 1.0.7.15 has
included it.
