It is due to the html converter. Try e.g.

(convert "<section|H<em|e>llo>" "texmacs-snippet" "html-snippet")

or 

(convert "<tabular|<tformat|<table|<row|<cell|Hello!>>>>>"
"texmacs-snippet" "html-snippet")

in a scheme session.
