Thank you for such a prompt reply.
The answer to 1. is yes, I am using psl reduce.
For number 2. I have the line above in~/.reducerc.
I still get the busy message along with the additional note:

/usr/local/reduce/reduce-algebra/scripts/../pslbuild/x86_64-unknown-ubuntu13.04/red/reduce.img
***** ` tmprint' load module not found
