Perhaps your CAD program will allow you to import graphics objects. You 
can then compose the math using Texmacs. Set the preferences using Edit 
--> Preferences --> Converters -> TeXmacs->HTML and check Export 
formulas as images. Then compose all your math in TeXmacs and use File 
-> Export -> Html. This will export all of your math expressions as PNG 
graphics files. You can then import these into your CAD program IF it 
supports importing graphics objects. If it does then you should be able 
to place these objects on the screen at the locations you require. 
However, if your CAD program will not import PNG (or Postscript or PDF) 
then I am sorry to say that TeXmacs may not be of any use for solving 
your problem, as Benito has commented below.
