Clearing the local settings folder does not help. I went back and tested. The 07-Jul-2015 version TeXmacs-1.99.3.9747-win-x86.exe works ok. The next version TeXmacs-1.99.3.9825M-win-x86.exe posted 28-Nov-2015 is the first version with the problem.
