Have anybody successfully compiled the Qt-Texmacs on Windows?

I am following the steps in the link below: 

http://www.texmacs.org/tmweb/download/winqt.en.html

However, it doesn't work. When I perform "./configure" the error message shows up as follows. 

Any clues?

(I'm trying to compile Qt-Texmacs on my PC because the originally version from the official installer crashes quite often)

System: Windows 7 with service pack 1
