I suggest you'd try this version which reportedly works fine :
https://github.com/slowphil/mingw-w64-texmacs/releases/latest
You can also try to build your own TeXmacs for windows using this fully
automated tool:
https://github.com/slowphil/texmacs-win-builder/releases/latest
However some changes were recently made in the sources and I'm afraid they'll
require some adjustment in the build process (but I have no time to do that
right now).
