No and no. Some changes made in Guile 2 require extensive modifications in
texmacs' guile macros, and no one managed to make this working properly so
far.

For the moment, you can either

- build guile-1.8 by yourself in debian 9 before building texmacs. This is
rather simple if you are familiar with building.

- use pre-built deb packages :
get texmacs from
https://software.opensuse.org/download.html?project=home:slowphil:texmacs-devel&package=texmacs
That deb requires installing prebuilt guile-1.8 packages from Ubuntu as
explained in this recent post :
