In the webpage http://www.texmacs.org/tmweb/download/linux-packages.en.html, there is a line:

> Important: In some cases you should have to install the guile additional package manually. You can dowmload it here.

Click it (there) and find guile-1.8 (and the package "last" if necessary), then download and install by dpkg. I recall that I resolved this on my Debian Stretch.

I downloaded TeXmacs for Ubuntu 18.04 from
 http://www.texmacs.org/tmweb/download/linux-packages.en.html#ubuntu
but installation don't works.
Here's what I get in console:

$ sudo dpkg -i ./TeXmacs-1.99.9.amd64.deb

Si sono verificati degli errori nell'elaborazione:

Dependencies requested are: font-stix, font-texgyre and guile-1.8. But I
see guile 2.0 installed, and font-stix, font-texgyre are available but
impossible to install.
