My Windows version is 1809.I can't reproduce so...

you can try

reinstall  TeXmacs

add system environment variables  

safe mode 

add to whitelist

Maybe the reason is antivirus software? (Avast! Kaspersky...)

I have the same problem as Pedro (1.99.9, WIndows10). I cannot close .tm
files (e.g. from the menu).
