The forum ( http://forum.texmacs.cn ) *is* intended to be the "official" place to discuss TeXmacs.
I think that the domain `texmacs.cn` may be the reason why it is less active than expected.
We may switch from http://forum.texmacs.cn to http://forum.texmacs.org later. Of course, the user accounts and activities will be reserved.

In case it had been succesful at the first phase ("Definition"), the following phase would have been harder I think as the "committed users" must have a minimum "StackExchange reputation", and to get that takes a substantial amount of work which may be very unwelcome for many people.

IMHO it does not have the nice organization of the forum at
http://forum.texmacs.cn/
