Hi Marc,

The answer is positive : I use TeXmacs (v.1.99.13) on Windows 10 and (at 
least) Python and TikZ sessions works.

As Max said for TikZ you need a LaTeX system installed : mine is MikTeX 
2.9.

Python 3 works but only using the (free) install from Microsoft Store.

If you neeed additional info, please let me know.
