I'm not sure about the meaning of the word "package".

If it refers to LaTeX package then the LaTeX system handle this.

And when a package is installed, how does texmacs knows the path ? If it is in the help files i didn't find it.

You need to have LaTeX installed. Other than that I'm not sure. If still does not work it could be due to wrong paths or wrong Python. Darcy, what is needed under Windows to have TikZ working?
