I don't think so. Usually, spam has zero
interesting content. As for me, I found
this announcement interesting and also,
related to my concerns.

On the other hand, it would become a problem
if such announcements were arising all the
time on the mailing list, especially if it
were for purely commercial software. But this
was not the case here.

Overall, it's always healthy for a community
to be opened to the external world, and as
a default rule, I tend to agree much more
with people who create new things than with
the ones who create nothing and just criticize.
