Careful:
* <french single quotes>
* >german alternative single quotes<
* ,german standard single quotes'

There may be exceptions to that, but I believe the above is the common and
correct thing to do.

Joris already mentioned that a complete overhaul of the quotation mark
handling is somewhere on his ToDo list, even though it does not have highest
priority.
