It is in the Insert menu ; but you need a relatively
young (i.e., >= 6 months ago) version of TeXmacs,
this was pre-alpha before.

You also need something is currently selected in
order the menu entry to be non-grayed.

That's only done (at least it seems) with the internal
drawing tool of TeXmacs. A preliminary documentation
is available at :
