Yes.

No. Each instance of TeXmacs has a list of buffers and a list of windows.
Both are rather independent from each other.

If you are editing a file in TeXmacs, you can create another buffer by e. g.
loading another TeXmacs file (F2 or File->Load...) or by creating a new
buffer (M-F2 or File->New). Do this several times and the Go menu will show
one entry for each created buffer. Just one of them is displayed in the
window, the other ones are in the background (not visible).

You also can make TeXmacs open a new window (M-S-F2 or View->Clone window);
each window can display one of the existing buffers, two windows can display
different buffers or the same buffer (in which case editing the buffer in one
window will be shown immediately in the other window as well). You can
choose for each window which buffer shall be displayed by using the window's
Go menu.
