I had actually tried pinning it, but the reference I used must have
had errors.  It works now.

To me it seems sensible, but since I don't know how pinning works, I don't know if it is correct or not. Perhaps it would be good a recipe from the developers or a modification to the TeXmacs repository so that apt sees the repository package as newer than the default Ubuntu package.

The apt-cache policy texmacs command was returning (until I fixed
the Pin-Priority for the newer version of TeXmacs to 1000):

  Candidate: 1:2.1.4+ds-3
  Version table:
     1:2.1.4+ds-3 500
        500 http://archive.ubuntu.com/ubuntu questing/universe amd64 Packages

and apt-get install wanted to install the Ubuntu version.
I guess the "1:" at the beginning of the Ubuntu version number is an
Epoch number (which defaults to 0), where a larger number
automatically means a newer version.  Why the Ubuntu version has an
Epoch number of 1 I have no idea.
