I think what you propose already exists: there is a key combination (I think on Mac is Ctrl+Cmd+X) which opens a popup and allows you to insert a scheme command. With some autocompletion it essentially do what you want. All the toolbars can also be programmatically hidder (and you can have a key combination to bring them back when you need).
