Yes; notice that this issue has been discussed several times before.
What we really need is a volunteer to write a TeXmacs -> Pdf converter.
This should take a few days or at most one week of work,
by adapting the TeXmacs -> Postscript converter.

You probably want to use "M-return".
In the next version I have reincluded this in the "Insert -> Break" menu.

You are now talking about improving the TeXmacs -> LaTeX converter,
which is an interesting question, but which should be seen as
another matter as Pdf generation. The programs which generate LaTeX
are in "progs/convert/tmtex". You may try to improve them.
With a bit of study, you should be able to figure out how
to scale postscript graphics and how to improve border properties
in tables. However, background colors of cells and cells with
a non-trivial vertical span will be more problematic,
since these features are not present in TeX/LaTeX...
