You have set up the TeXmacs Look and Feel as Windows (Edit -> Preferences -> 
Look and Feel). In that mode, the shortcut to cut is C-x. In the Edit menu 
that appears correctly but the tooltip continues with "Cut (C-w)". Probably 
it's hardcoded and it doesn't change when you change the Look and Feel. 
Clearly it's a bug.
